We offer Phase I, Phase II and Phase III Environmental Assessments designed to provide a scientific and objective measurement and assessment of existing biological, chemical and radioactive hazards. Our assessments are conducted in accordance with American Society for Testing and Materials (ASTM) While most people are aware of the types of hazards associated with industrial and manufacturing facilities and property, few are aware of the potential of having environmental hazards on commercial, agricultural, public, healthcare and residential properties. · Industrial and Manufacturing facilities such as plastic injection molding, electronic assembly plants, tool and die, machine shops and those associated with the carpet industry can have significant chemical hazards and liabilities. The most common undetected hazards include Underground Storage Tanks (UST), Asbestos, chemicals, etc. · Commercial property including multi-tenant rental centers, office complexes, restaurants, hotels can have a wide range of biological and chemical hazards and liabilities. Including water intrusion, mold, asbestos, lead, radon, etc. · Automotive related properties such as body shops, oil change facilities, gasoline stations, car lots, and car washes also have their particular array of chemical hazards. The principle forms of environmental contamination associated with these types of properties are hydrocarbons. · Agricultural properties including multi-farmstead sites, storage facilities and large livestock facilities often have a host of biological hazards and liabilities. The most frequent forms of potential hazards associated with agricultural properties are hydrocarbons, fertilizer, pesticides, & herbicides. · Public facilities including schools, municipal properties, churches, and recreational facilities can be a haven for biological hazards. Frequent forms of biological contamination found in these types of facilities include Asbestos, Lead & Air Quality. · Healthcare facilities including medical clinics, doctors’ offices, and nursing homes have higher than normal risks for biological, chemical and radioactive hazards associated with medical waste and human disease. · Residential facilities such as multi-family and single family residents as well as vacant parcels have potential for biological, chemical and airborne hazards and liabilities. While combustion bi-products and improper chemical storage are well known hazards, lesser known hazards such as certain strains molds, fungus and bacteria also represent serious health hazards. What Are Phase I, II, and III Assessments? Phases or levels are used to separate three distinct sets of activities. Most often sites only require a Phase I study. A Phase I Assessment is an extensive review of a property, its history, and site records which may help determine what potential environmental liabilities might be present. Sampling is not routinely performed in a Phase I study. A written report of the findings with color photographs are provided. Our assessment conforms with the guidelines set forth in ASTM Standard Practice for Environmental Site Assessments- Phase 1 Environmental Site Assessment Process A Phase II Assessment is conducted if the Phase I analysis reveals possible or known recognized environmental concerns. The Phase II study consists of additional assessment which includes further research to determine whether soil and/or groundwater sampling is recommended. A comprehensive written report is provided. If a Phase II Assessment confirms significant contamination, a Phase III study may be recommended. A Phase III Assessment is a comprehensive environmental investigation which includes extensive soil sampling and/or groundwater analysis to determine the extent of migration of contaminants. A comprehensive written report is also provided. A preliminary plan to clean up the site is developed. PHASE I ENVIRONMENTAL ASSESSMENTS For a Phase I analysis our company will follow the ASTM Standards in order to: · Determine the potential for prior or current contamination of the site which may have associated liabilities. · Determine whether surface or sub-surface soil sampling or other sampling is required to fully assess any potential contamination. · Examine the applicability of the State Responsible Property Transfer Act with respect to the property if appropriate. · Provide written analysis of the findings of interviews, record searches and field inspections in a form that will allow informed decisions to be made by the developers, lenders, and other interested parties. Inspection Center, Inc. can HELP! HOW A PHASE I SURVEY IS CONDUCTED? A Phase I Survey consists of four distinct steps: 1. The examination of documents and records including: · Ownership and lease records · Licenses and permits · State records for underground tanks · Local records · US EPA records · Chemical inventories and records · Building plans and plat maps · Geology and soil surveys · Historical records including aerial photographs 2. Interviews with individuals familiar with the property. This may include lease holders, owners, plant managers, and regulatory officials. 3. Analysis of applicable federal, state, and local regulations. This determines whether the property is currently in compliance with all environmental regulations. Freedom of Information searches are made of appropriate governmental agencies to gain information about the site and nearby facilities which may affect the site. 4. Site inspections are conducted to identify potential problem areas, such as: · The presence of hazardous materials · Suspicious soil staining · Presence of regulated activities or structure · Adverse conditions caused by nearby property WHAT WILL YOU NEED TO SUPPLY? In order to move quickly on a project you should be prepared to provide the following: · Current and any past aerial photography · A plat of survey (if available) which delineates buildings and significant features and also the legal description of the property. · A list of current and past lessees or owners · A description of the current site uses · A list of chemicals in use at the property other than cleaning/maintenance products · Copies of any previous environmental studies · Copies of any current environmental permits held for the site · Historical records of the property · Assistance in securing site access, if necessary. We realize some of this information might not be available; however, supplying these materials will facilitate the site review process. You should also be prepared to designate a contact person for any questions which may arise during the survey. ABBREVIATED PHASE I ASSESSMENTS ASTM Standards on Environmental Site Assessments for Commercial Real Estate provide for a Transaction Screen to be utilized to determine whether a property will need any further assessment. Following ASTM Standards for Transaction Screen augmented by additional research, the potential for environmental concerns associated with your property can be determined. Inspection Center, Inc. can HELP! PHASE II ENVIRONMENTAL ASSESSMENTS: The purpose of a Phase II study is to verify if contamination is present and if so at what levels. Soil and groundwater sampling services are conducted by personnel familiar with soil characteristics, potential contaminants present as a result of past activities, and a thorough understanding of how a release of hazardous substances could affect the property in question. We have soil and groundwater sampling equipment available at all times to accommodate the client’s time frame. More specific Phase II studies may include the services of other specially trained contractors coordinated by our company. These professionals include geophysical survey firms, excavation firms (for exploratory excavations), and certified independent laboratories for soil, water, and asbestos analysis. Inspection Center, Inc. can HELP! PHASE III ENVIRONMENTAL ASSESSMENTS: The objective of a Phase III is further delineation of a complex situation. If contamination is discovered, we will work with the client to determine both the extent and the severity of the contamination, as well as form a detailed remediation plan. We can then provide clients with many remediation services. In complex situations, we have the proven ability to provide coordination services of trained outside professionals to accommodate more specific remedial tasks. Tank removals, soil remediation, site clean-ups, immediate removal of hazardous waste spills, court ordered clean-ups, and coordination of asbestos removal are many of the activities performed. In addition, we can coordinate a "turn-key" project, including demolition, remediation, and reconditioning of a property. All field personnel have appropriate training.
